Under the Direction of the Commissioner of Public Works, serves as the Director of Operations to support the Commissioner by acting on their behalf representing the department at internal and public meetings at the Commissioner’srequest. Plays an integral role as the leader coordinating and/or managing the project management pipeline for the DPW. Defines departmental procedures, advocates for proper resources/tool to efficiently deliver services to the residents of the City. Direct public works operations in accordance with Federal, State and Local laws and policies.

Works with the City Engineer and staff on a variety of municipal engineering projects under the direction of the City Engineer. Responsibilities include leading and participating in survey work; preparing engineering designs, specifications and bid documents for public works projects; administering related contracts and inspecting related construction projects; and direct activities of the division in the absence of the City Engineer.

Assists City Engineer as directed but no limited to providing engineering support, technical reviews of site plans, project design, preparation of bid documents and preparation of construction estimates. Responsible for the intake, review and process of all permits issued by Lowell Engineering Department and engineering/construction project management work.

Under the direction of Head Mechanic, assists in supervision and participates in the overall maintenance of the Water Treatment Plant and its related support functions.

Provides core, intensive and career/employment services to customers for the fast-paced, fun, multicultural MassHire Lowell Career Center Young Adult Career Center

Works with the City Engineer and staff on a variety of municipal engineering projects as direct by the City Engineer and Commissioner of Public Works.

Performs duties in the construction, maintenance and operation of water systems and distribution systems throughout the city.

The Lowell Community Opioid Outreach Program (CO-OP) Supervisor will be responsible for overseeing the Lowell CO-OP, an outreach team comprised of first responders and clinical and substance abuse specialists from the Lowell Health Department, Lowell House Addiction Treatment and Recovery, Lowell Fire Department, Lowell Police Department, and Trinity EMS. The Supervisor will manage day-to-day operations of the Lowell CO-OP, including facilitating meetings, scheduling trainings and debriefings, and being a representative for the CO-OP in more formal capacities. This staff member will obtain an understanding of how substance abuse disorders and the opioid epidemic have impacted the community. The Supervisor will build relationships with agencies pertinent to the substance abuse disorder treatment and recovery process as a means to foster communication, build knowledge of resources, and strengthen the Mission of the CO-OP.

Custodians are responsible for the daily upkeep of the Council on Aging.
